เอเอฟพี - เจ้าหน้าที่กู้ภัยทางภาคตะวันตกเฉียงเหนือของอิหร่านยังคงเร่งค้นหาผู้รอดชีวิตที่อาจติดอยู่ใต้ซากปรกหักพังของหมู่บ้านที่เผชิญแผ่นดินไหวรุนแรง 2 ระลอกติดต่อกัน จนมีผู้เสียชีวิตไม่ต่ำกว่า 180 ราย และบาดเจ็บอีกไม่น้อยกว่า 1,300 คน วันนี้(12)

เนื่องจากพื้นที่ทางตะวันออกเฉียงเหนือของเมืองตาบริซยังไม่สามารถใช้โทรศัพท์ได้ หน่วยกู้ภัยจึงต้องใช้เพียงวิทยุสื่อสารและเดินทางเข้าไปในพื้นที่ประสบภัยโดยตรง เพื่อช่วยเหลือชาวบ้านและประเมินความเสียหายที่เกิดขึ้น

ศูนย์แผ่นดินไหวแห่งมหาวิทยาลัยเตหะราน ระบุว่า แผ่นดินไหวทั้งสองครั้งเกิดห่างกันประมาณ 11 นาที เมื่อวันเสาร์(11)ที่ผ่านมา โดยวัดความรุนแรงได้ 6.2 และ 6.0 ตามลำดับ ขณะที่สำนักงานสำรวจทางธรณีวิทยาสหรัฐฯ (USGS) รายงานว่า แผ่นดินไหวในอิหร่านมีความรุนแรงถึง 6.4 และ 6.3

สำนักข่าวฟาร์ส รายงานว่า องค์กรจันทร์เสี้ยว (Red Crescent) ในอิหร่านใช้สนามกีฬาหลายแห่งเป็นที่พักพิงแก่ผู้ประสบภัยราว 16,000 คนที่ต้องไร้ที่อยู่ หรือยังหวาดผวาไม่กล้ากลับเข้าไปในบ้านเรือน นอกจากนี้ยังได้แจกจ่ายเตนท์ 3,000 หลัง, ผ้าห่ม และอาหารอีกหลายตัน ซึ่งแสดงถึงการเตรียมพร้อมรับสถานการณ์ที่ไม่คาดฝัน เนื่องจากอิหร่านเป็นประเทศที่ประสบแผ่นดินไหวรุนแรงอยู่เป็นระยะ

ประธานาธิบดี มะห์มูด อาห์มาดิเนจัด ออกแถลงการณ์แสดงความเสียใจผ่านเว็บไซต์ของรัฐบาล และสั่งให้หน่วยงานต่างๆ “เร่งส่งความช่วยเหลือเข้าไปยังพลเมืองที่ได้รับผลกระทบ”

สำนักข่าวไออาร์เอ็นเอ รายงานว่า มีทีมกู้ภัยเข้าไปปฏิบัติงานอยู่ในพื้นที่แล้ว 66 ทีม โดยใช้อุปกรณ์ค้นหา 40 เครื่องและสุนัขดมกลิ่น เพื่อตามหาผู้รอดชีวิตที่อาจติดอยู่ใต้ซากปรักหักพัง และมีรถพยาบาล 185 คันจอดรอรับผู้บาดเจ็บไปส่งโรงพยาบาลในเมืองตาบริซและอาร์เดบิล ซึ่งเป็น 2 เมืองใหญ่ที่แทบไม่ได้รับความเสียหายจากแผ่นดินไหว

เมืองอาฮาร์และวาร์ซากอนซึ่งห่างจากตาบริซราว 60 กิโลเมตรถูกทำลายยับเยิน เนื่องจากอยู่ใกล้ศูนย์กลางแผ่นดินไหวมากที่สุด ส่วนที่เมืองเฮริสก็ได้รับความเสียหายมากเช่นกัน

ศูนย์แผ่นดินไหวแห่งมหาวิทยาลัยเตหะราน ระบุว่า แผ่นดินไหวระลอกแรกเกิดขึ้นเมื่อเวลา 16.53 น. ตามเวลาท้องถิ่น ( 19.23 น. ตามเวลาในไทย) โดยมีศูนย์กลางอยู่ลึกลงไปเพียง 10 กิโลเมตร ส่วนระลอกที่สองเกิดขึ้นบริเวณเดียวกัน ติดตามมาด้วยอาฟเตอร์ช็อกอีก 17 ครั้ง ซึ่งวัดความรุนแรงได้สูงสุด 4.7

พื้นที่ประสบภัยอยู่ห่างจากชายแดนอาร์เมเนียและอาเซอร์ไบจานราว 90 กิโลเมตร และห่างจากชายแดนตุรกีประมาณ 190 กิโลเมตร

The death toll from days of heavy rain brought by the enhanced monsoon further went up to 77 as of late Saturday afternoon, the National Disaster Risk Reduction and Management Council said. Of the 77 dead, 12 perished in landslides, 58 drowned, three were electrocuted, two succumbed to heart attacks, and one was crushed to death by a falling tree. /

And as if this were not enough, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) has issued a warning that “the worst is yet to come.” Valenzuela City Mayor Sherwin Gatchalian said the recent flood experienced by the city’s residents was worse than the flood caused by Ondoy. /

The flooding that submerged 80 percent of Manila early in the week has largely subsided, allowing people to return to their homes, but vital rice-growing areas to the north remained under water as more rain fell there. "We need something to eat. I haven't gone to work or been paid for a week," said Rogelio Soco, a construction worker and father-of-three in the small farming town of Apalit, about 60 kilometres (40 miles) from Manila. Soco, 60, said the floods, which began on Monday, were the worst the area had seen since a huge typhoon struck in the early 1970s, and other locals also said they had not experienced anything like it for decades. "The water is still high and the local government units are getting overwhelmed," Social Welfare Secretary Corazon Soliman told AFP, referring to the farming provinces north of Manila she was touring on Friday. /

DAISHAN, Zhejiang, Aug. 10 (Xinhua) -- The death toll from a flood that occurred Friday morning following a dam breach in the city of Zhoushan in east China's Zhejiang Province has risen to 10, local rescuers said.
The floog also injured 27 people, said officials with the county information office.
The 28.5-meter-high dam of the Shenjiakeng Reservoir, a rainwater pooling dam in Daishan county, collapsed around 5 a.m., officials said.
Provincial authorities have vowed to make all-out efforts to locate the missing. An expert team has arrived at the site to repair the dam, they said.
Zhejiang has been lashed by downpours over the last few days with the arrival of typhoon Haikui, which landed in the province early Wednesday morning before moving into neighboring Anhui Province.

All dams will break either during the pole shift or in the months leading up to the hour of the shift. Look at the structure of the dam! It assumes that rock holding both sides of the dam will remain in place and not move. Of course these sides will move. This is a subduction zone! There is mountain building and even where the mountains are not being pushed upward, they are moving from side to side. Some parts are more fluid than others, which are more resistant during any earthquake thrust, so there is inevitably movement to the side. They will pull apart, slide forward or backwards, but in any case the water will find its way around the dam.

Director General of East Azarbaijan Crisis Staff pointed out that the unofficial death toll is around 300 people.
According to official statistics, 227 people have died so far and 1380 people have been treated for various injuries.
Harris, 125 killed and 280 people were injured
Ahar and Varzghan Counties, respectively, 40 and 65 people were killed and 500 to 600 people are injured.
Asked whether he could comment on the unofficial numbers of death and injured, the director said : “these numbers are unofficial”
- It looks like various press sources have started to inflate the numbers again. These are not necessarily forged numbers but are often due to double counting etc. The numbers we have published so far (also the unofficial) are coming from various National Iranian press sources.

-The death toll could have been far greater than we see at the moment because the rural population was harvesting lentils at the time outside, so many people were not killed in the main affected villages!

- 142 bodies have been identified so far
- authorities do expect the death toll to rise to 300 later today
- we find it really disgusting that some people are publishing content and videos enjoying the earthquake in “evil Iran”
- Ahar, the biggest city in the hardest hit area (84000 inhabitants) is located 20 km of the epicenter and has also suffered tens of victims.

- Western media are still talking about villages who have been destroyed. We repeat that this area is very populated and towns like Varzghan and Ahar can hardly be called villages, but are towns!
- Some reports are also reporting gas explosions in Ahar, probably because of broken gas pipes (happens often in devastating earthquakes)
- 25000 people are living in the villages surrounding the bigger cities in the hardest hit areas
- Some of these villages could not be reached because of impassable roads and broken bridges. The Iranian government is deploying as much people as they can to help in the rescue operations

- We appreciated a lot how well trained rescue services have rescued people from below the rubble.
- The governor of the East Azerbaijan province has visited the epicenter area
- We encounter the same destruction as in Van Turkey last year (same corner of the world). Some buildings have collapsed and others are still standing. When looking carefully at still standing buildings in Ahar and elsewhere, we see the always returning problems of owners buildings more floors on each other (vertical profiles above the ground floor). This kind of building style reveals no earthquake resistant methods are used.

ISNA is reporting that the death toll has risen to over 250 with 2000 injured. The death toll is expected to rise in the coming hours.

Update 12:40UTC : As we are in a very remote area of China, it may take many hours (probably until tomorrow morning local time) before emergency teams (both aid and assessment teams) have reached the small settlements in the mountains (mountains as high as 6820 meter).

Update 11:47 UTC : The closest populated centers near the epicenter are Keriya and Niya. We do not have specific population numbers for Keriya and Niya, but Keriya county counts 220,000 people and Niya (Minfeng) county 30,000. The biggest city in the greater area is Hotan (also seismological headquarters), but Hotan is far away from the danger zone (282 km).

Update 11:34 UTC : WAPMERR, the theoretical damage data engine is predicting 0 to 10 deaths and 0 to 100 injured. These numbers refer only to shaking and NOT to landslides. At Earthquake-report.com we think that besides landslides and based on the depth of 30 km, no important damage or injuries will be sustained.
Initial predictions like we are making are taking into account as much as data as we can find. Often local obtained data are the most accurate as these organizations are often highly specialized and have a lot of instruments in the earthquake area. The more instruments, the more accurate data are! The WAPMERR data are based on the UGS data (in this case) which refer to a M6.3 and a depth of less than 10 km. If the Chinese parameters are correct (what we believe), there is a huge difference in damage potential in between the 2 data sets.
The USGS shaking map below is based on a Magnitude of 6.3 at a depth of 9.7 km. The Chinese parameters would considerably weaken the shaking pattern.

Update 11:30 UTC : Chinese seismological agency reports a Magnitude of 6.2 at a depth of 30 km. The biggest danger for this earthquake is some landslides in the steeper valleys. Landslides triggered by earthquakes are the most important secondary damage element after tsunamis of course.

- While authorities are still holding on 250 fatalities, other sources are talking about at least 300 and the number may be even higher as many bodies have been buried without legally registering them, a doctor working in an emergency team said. Muslims are burying their people very soon after they are passed away and this may be the reason that families in remote villages are acting swiftly as they are used to do in normal life. Many villages have also been completely isolated from the rest of the region and with no authorities at hand it sounds normal that people behave like this.

- According to the latest reports, 60 villages have suffered damages ranging between 50 to 80 percent.
- People close to the emergency services in East Azebaijan are now talking about 5000 injured (source ISNA)

- 6 villages have been completely destroyed. The roads to four villages in the region have been cut.

- The earthquakes were also felt in the neighboring provinces of West Azerbaijan, Zanjan, Ardebil, and Gilan.

- 15 tons of food is send to East Azebaijan from the province of West Azerbaijan
- Ardebil hospitals have been used to treat the wounded people from the hardest hit areas

- Iranian red crescent is not accepting international aid at this moment. Iranians are very skilled in earthquake emergency anddue to the current political circumstances are even more reluctant in accepting foreign aid. This may not surprise as also the Turkish government refused aid from abroad during the first days of the Van earthquake. The behavior may however change soon and mostly aid is accepted from friendly nations.

Update 12/08 – 09:07 UTC : East Azerbaijan official earthquake data
Director General of East Azarbaijan Crisis Staff pointed out that the unofficial death toll is around 300 people.
According to official statistics, 227 people have died so far and 1380 people have been treated for various injuries.
Harris, 125 killed and 280 people were injured
Ahar and Varzghan Counties, respectively, 40 and 65 people were killed and 500 to 600 people are injured.
Asked whether he could comment on the unofficial numbers of death and injured, the director said : “these numbers are unofficial”
- It looks like various press sources have started to inflate the numbers again. These are not necessarily forged numbers but are often due to double counting etc. The numbers we have published so far (also the unofficial) are coming from various National Iranian press sources

Important Update 18:17 UTC :
- The seismological bureau of Xinjiang reports that 2 groups have rushed to the earthquake zone to carry out rescue work. . According to the Xinjiang Seismological Bureau the rescue groups did not find casualties and they noticed only minor damage at some older houses. Always nice to hear such good news (which we expected because of the location of the epicenter)
- The earthquake was followed by two aftershocks, measuring 4.8 and 3.0 on the Richter scale at 18:49 and 18:53 Beijing Time respectively. The quakes occurred in unpopulated areas 5,000 meters above sea level and no casualties were reported, said Wang Qiong, an official with the Xinjiang Uygur Autonomous Regional Earthquake Bureau.
People in the county seat of Keriya, 200 kilometers away from the epicenter, could hardly feel the quakes, while people in Aqiang township and Pulu village, both 100 kilometers away from the epicenter, felt slight tremors, Yang Shuying, a publicity official of Keriya county. เมื่อวันที่ 11 สิงหาคม สำนักข่าวเอพี รายงานว่า ได้มีการค้นพบหินภูเขาไฟก้อนเล็ก ๆ จำนวนมาก ลอยอยู่ตามแนวชายฝั่งของประเทศนิวซีเเลนด์ ซึ่งหินเหล่านี้ ได้ขยายเป็นวงกว้าง เกือบเท่าประเทศเบลเยี่ยมเลยทีเดียว

ทั้งนี้ หินภูเขาไฟขนาดเท่าลูกกอล์ฟเหล่านี้ ถูกพบครั้งเเรกโดยเครื่องบินแอร์ฟอร์ซของประเทศนิวซีเเลนด์ ซึ่งจุดที่พบนั้น มีระยะทางห่างออกไปประมาณ 1,000 กิโลเมตรจากเมืองโอ๊กแลนด์ หินเหล่านี้ ลอยน้ำกระจัดกระจายเป็นบริเวณกว้างถึง 26,000 ตารางกิโลเมตร จึงทำให้ทหารเรือต้องเชิญนักวิทยาศาสตร์มาสำรวจในตอนกลางคืนของวันพฤหัสบดีที่ 9 สิงหาคมที่ผ่านมา โดยนายทิม ออสการ์ กล่าวว่า หินเปล่งประกายเป็นสีขาวใต้เเสงไฟสปอตไลท์ ดูแล้วคล้ายกับแผ่นน้ำเเข็งขนาดยักษ์ ซึ่งการค้นพบครั้งนี้ ถือเป็นสิ่งที่เเปลกที่สุด เท่าที่เขาเองเคยพบมา ตั้งเเต่เริ่มใช้ชีวิตออกทะเลกว่า 18 ปี

"หินเหล่านี้ดูเหมือนจะอยู่เหนือคลื่นประมาณ 2 ฟุต และส่องแสงสีขาวเป็นประกายใต้ไฟสปอตไลท์ ดูแล้วคล้ายกับเเผ่นน้ำแข็งยังไงอย่างงั้น" นายทิม กล่าว

นอกจากนี้ เขาเองยังได้รับการเตือนจากนางเฮเลน โบสต๊อก ผู้เชี่ยวชาญทางด้านภูเขาไฟ เมื่อไม่นานมานี้ว่า เรือของเขาจะต้องพบกับหินภูเขาไฟ ที่ลอยอยู่ตรงพื้นผิวน้ำ อันเนื่องมาจากภูเขาไฟที่อยู่ใต้ทะเลเกิดปะทุขึ้น เขาเองก็รู้ว่า หินภูเขาไฟมีน้ำหนักเบา และไม่สร้างอันตรายต่อเรือ แต่มันก็น่ากลัวเกินไปหากจะเดินเรือด้วยความเร็ว 14 นอต ฝ่าหินภูเขาไฟเหล่านี้ เขาใช้เวลา 3-4 นาทีในการล่องเรือฝ่าแพหินภูเขาไฟ และไม่มีอันตรายใด ๆ เกิดขึ้นกับเรือ ตอนที่เดินเรือผ่านหิน เขาใช้สปอตไลท์ส่องจุดสิ้นสุดของแพหินภูเขาไฟ เเต่ก็พบว่า มันเเผ่ขยายเป็นบริเวณกว้างสุดลูกหูลูกตา

ด้านนักวิทยาศาสตร์กล่าวว่า หินเหล่านี้เกิดจากการระเบิดของภูเขาไฟใต้ทะเล เเต่พวกเขาไม่เชื่อว่า การระเบิดของภูเขาไฟ เกี่ยวข้องกับการระเบิดของภูเขาไฟ ทอนการิโร่ ที่เพิ่งปะทุไปในสัปดาห์นี้
